Not much to explain, add the links you wish, arrange them how you like.
In Safari: Make https://afinestart.me/bookmarks your homepage in Safari → Preferences. Then set new tabs to open with the homepage.
In Chrome: To override Chrome’s new tab page, use the official A Fine Start Chrome extension.
